Should we have children? Not without a license

On the schedule I've now highlighted some likely dates for future homework.  (I'll highlight more dates later in the semester.)  If homework is due when you are one of the debaters, it's optional for you.  There will be enough assignments for you to be able to do 12 and drop 2 grades.

 Where have we been? Where are we going?  Our questions:

1. WHETHER anyone should bring any children into existence
2. WHO should have children -- Only with a license?  Does it depend on population statistics? Should same sex couples have children?
3. HOW to have children -- Using ART (assisted reproductive technology)? With abortion as a "quality control" method?
4. WHICH children to have -- Should we avoid disabilities? May we choose gender? May we pursue enhancements?

5. Perpetrator's relationship to victim -- 80.5% are parents; of those parents, .7% are adoptive parents (Child Maltreatment 2012--pdf p. 78)
6. Percentage of children in US who are adopted -- 2.5% (US, year 2000)

What are LaFollette's arguments? What exactly is he proposing? What do you think of this proposal?
